Appointments Committee
The Appointments Committee make recommendations to the Council on the appointment of the Chief Executive and deals with the selection, appointment and terms and conditions of Directors of the Council.
Audit Committee
The Audit Committee maintains an overview of external and internal audit reports and recommendations. It deals with matters relating to financial management and other internal control systems.
Brierley Hill Area Committee
The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people.
Cabinet
The Cabinet comprises the Leader and nine Cabinet Members each with a defined portfolio (or areas of responsibility). Collectively, the Cabinet will make decisions affecting local services and make recommendations to the Council on the Council’s overall policy direction.

Council
The Council comprises all 72 elected members. It has responsibity for approving the overall policy framework including the budget. It retains responsibility for certain functions, however, most of it's powers and duties are delegated to committees operating within the decision-making structure as set out in the Constitution. The full Council also has a key role in holding the Cabinet to account.
Development Control Committee
The Development Control Committee deals with matters relating to town and country planning and development control, including the determination of planning applications.
Executive
The Executive was redesignated as 'The Cabinet' with effect from 6th December, 2004. It previously undertook the executive functions as described under the Cabinet above.
Halesowen Area Committee
The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people.
Licensing and Safety Committee
The Licensing and Safety Committee is responsible for a range of licensing matters arising from the Council's powers and duties under various legal provisions and regulations (except hackney carriage and private hire licensing). Some of the Committees powers are delegated to Sub-Committees.
North Dudley Area Committee
The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people.
Select Committee on Community Safety
The Council has six Select Committees with a key role to review and scrutinise Council and Cabinet decisions. The Select Committee on Community safety considers matters relating to strategies to reduce crime and anti-social behaviour.
Select Committee on Culture and Recreation
The Council has six Select Committees with a key role to review and scrutinise Council and Cabinet decisions. The Select Committee on Culture and Recreation deals with matters relating to the provision, planning and management of culture and recreation services.
Select Committee on Economic Regeneration
The Council has six Select Committees with a key role to review and scrutinise Council and Cabinet decisions. The Select Committee on Economic Regeneration deals with matters relating to the physical, social and economic environment and regeneration of the Borough and job creation.
Select Committee on Good Health
The Council has six Select Committees with a key role to review and scrutinise Council and Cabinet decisions. The Select Committee on Good Health deals with the provision, planning and management of social and health care.
Select Committee on Lifelong Learning
The Council has six Select Committees with a key role to review and scrutinise Council and Cabinet decisions. The Select Committee on Lifelong Learning deals with the provision, planning and management of education and lifelong learning.
Select Committee on the Environment
The Council has six Select Committees with a key role to review and scrutinise Council and Cabinet decisions. The Select Committee on the Environment deals with engineering, transportation, housing and environmental services and the promotion of environmental sustainability.
Social Services (Appeals) Committee
The Social Services (Appeals) Committee decides on appeals against decisions of the Director of Social Services to refuse a client access to records and consider certain matters whre there is Member involvement under the Social Services complaints procedure.
Standards Committee
The Council has a legal duty to establish a Standards Committee. It's role includes the promotion and maintenance of high standards of conduct within the Council.
Stourbridge Area Committee
The Council appoints five Area Committees comprising the local ward councillors for the area concerned. Area Committees involve, consult and represent the local community on issues affecting local people.
Taxis Committee
The Taxis Committee discharges the Council's functions relating to hackney carriage and private hire licensing.
Tree Preservation Orders Committee
The Tree Preservation Orders Committee consider representations for the modification of, and objections to, Tree Preservation Orders and the determination and revocation of such Orders.
